Ken Plunkett is a police captain with the West Covina Police Department with over 23 years of law enforcement experience, including beginning his career with the Los Angeles Police Department in 1998. Captain Plunkett has worked in various fields of law enforcement to include patrol, bike patrol, gang and graffiti investigations, street level and major narcotics, and SWAT. He has management experience in the areas of patrol operations, jail operations, professional standards, FTO program, support services to include records and dispatch, internal affairs, and a department-run software development enterprise offering CAD/RMS solutions to various law enforcement entities. Captain Plunkett has also served as a less lethal, defensive tactics and active shooter instructor. Currently, Captain Plunkett is assigned to oversee the Department’s Patrol and Investigative and Support Services Divisions.
Captain Plunkett earned a Master’s Degree in Emergency Services Management from the California State University of Long Beach and is a recent graduate of the California P.O.S.T Command College Program.
