MEET THE SPEAKERS:
MODERATOR: Chief Jim Bueermann (ret.) has been involved in various aspects of policing since 1978. He retired from the Redlands (California) Police Department after 33 yrs of service, the last 13 of those as Chief of Police and Director of Housing, Recreation and Senior Services. In 2012, he was appointed president of the National Police Foundation (now the National Policing Institute). He retired at the end of 2018 and began consulting for a variety of governmental, community and private organizations. In early 2019 he founded the Future Policing Institute as a way of helping prepare policing for an increasingly uncertain future - but also one in which policing is effective, empathetic and just.
Christian Quinn completed a 24-year law enforcement career in 2021, retiring as a Major from the Fairfax County (VA) Police Department. Christian led the establishment of a new cyber and forensics bureau to account for emergent trends related to digital investigations and operational technology. He was also responsible for numerous other key technical initiatives including the management of a suite of forensic, analytic and intelligence software. Christian was assigned to the organized crime and intelligence bureau for much of his early career, where he had the opportunity to collaborate with state, local and federal partners to ensure the safety of the National Capital Region.
Jennifer Gudaitis’ professional journey began as an enlisted member in the United States Navy, where she served as a Cryptologist at the National Security Agency. Transitioning to the civilian domain, she joined a government contractor specializing in defense and security, assuming the role of network security engineer. Jennifer then transitioned into a career in law enforcement, where she amassed fourteen years of experience across various domains, ranging from patrol to the special victims unit. Progressing to the rank of sergeant in the homicide/robbery unit, she contributed to numerous high-profile investigations within specialized task forces, including cold case and officer-involved shooting investigations.
Debbie Garner is a technology advocate working in the private sector and non-profit arena, mobilizing a movement, and educating law enforcement officers and executives about solutions for modernizing their agencies. She utilizes her extensive network, experience and knowledge to align the voices of law enforcement and technology providers, developing forward-looking strategies and driving awareness of how technology can keep our communities safer. Debbie is an expert translator between the private sector and law enforcement. She helps companies understand and market to law enforcement decision makers by facilitating dialogue and understanding among entities.
