TUCSON, Ariz. — Authorities have released video footage of a fatal officer-involved shooting during a domestic violence call in April on Tucson’s east side.
The incident began about 10 p.m. April 3 when police were called to a house in the 7300 Block of East Calle Merida, near East Broadway and South Kolb Road, according to the video report issued by the Pima Regional Critical Incident Team. The multi-agency law enforcement group investigates police shooting incidents here.
A 911 caller told police Jacob Keith Dyer, 27, was intoxicated and had assaulted people in the house. The caller said he’d taken a knife from Dyer as well as shells for shotgun from the house and was waiting for police outside.

Officers were told Dyer had mental health issues and had become “unusually violent” after drinking. They also were told there were several weapons inside the house.
At one point in the standoff, police used a less-than-lethal measure to try to stop Dyer from getting into a vehicle parked in the front yard. He was able to run back inside. As the negotiations continued, police say Dyer showed “erratic behavior, including yelling, breaking glass that caused an injury to himself,” as well as “racking a shotgun several times.”
Officer Kyle Frank, a 16-year Tucson police veteran shot Dyer as he stood at the slightly open front door pointing a weapon toward officers, the video shows.
No other officers were injured.
Seven weapons and several hundred rounds of ammunition were found inside the home.
The investigation continues. Findings from the investigation being led by the Pima County Sheriff’s Department will be forwarded to the Pima County Attorney’s Office, which is standard procedure.
