The bad guys adjust their tactics and behavior based on reality TV shows, their own “training,” and knowledge of how we operate. A few years back, a major East Coast city was dubbed the “car theft capital of the world” and everyone knew that if the police gave chase, the bad guys could simply drive out of the city and the cops would terminate the pursuit. They knew that if they waited an hour or so, they could drive back into the city with relative ease.
Once the agency obtained a helicopter, things changed. The helicopter would chase the suspects out of the city and they were almost always caught. A change of tactics was needed by the car thieves.
Now, if the helicopter is involved, the car thieves attempt to drive to an area within the city and escape into a large apartment building where residents will allow them to elude police. We all know the “likely hot spots” where car thieves live and operate. If a vehicle pursuit begins and an aircraft is involved, some units should respond to these hot spots.
Hopefully, the thief will come right to you!
